Chinese cell phone banned or not ?

I just saw two conflictual reports on the web today

25 million Chinese handsets likely to get new lease of life 22 Dec 2008, 0041 hrs IST, Joji Thomas Philip, ET Bureau

and

DoT to disconnect 25 Million cell phones Monday,22 December 2008, 18:31 hrs IST

I really do wish that GOI Bans the chinese mobiles..They are

1. Hurting the Economy  (No taxs are being paid on them)

2. They have no safety norms (When batteries of cellphone manufactures like nokia can go boom then what prevents the batteries of these cheap firms  from going Kaboom!!!!)

3. Loss of intellectual property  rights (people have spent millions of dollars in R&D and these chinese just copy them)

4. The chinese are goons and they sell junk
